What has to be usable first. Over a longer move there is often a gap between leaving and arriving. Anything needed immediately at the far end is worth keeping separate and travelling with somebody rather than in the load.
Who is there to receive it. Somebody has to be at the new address, know where things go, and have the keys. Obvious locally, easy to leave unassigned when the address is unfamiliar.
